Quebec's expression-of-interest-based selection program for skilled workers in highly qualified and specialized occupations (FEER 0, 1, or 2), leading to a Quebec Selection Certificate (CSQ) and then federal permanent residence.

Verified directly from Quebec's own requirements page, for Stream 1 (Highly qualified and specialized skills) specifically. You must be at least 18 years old, work in an occupation classified FEER 0, 1, or 2 (not independently checked here), have at least 1 year of full-time or equivalent paid work experience in that occupation within the 5 years before applying, have a qualifying diploma, have oral French at level 7+ and written French at level 5+ on the Échelle québécoise (not checked here — a different scale than CLB/NCLC, no field for it yet), sign a Financial Self-Sufficiency Contract (no fixed figure published on this page), and — since PSTQ works by expression of interest, not open application — meet the criteria that led to the invitation you received. Selection under PSTQ leads to a Québec Selection Certificate (CSQ); federal permanent residence is a separate subsequent step. Streams 2-4 (intermediate/manual skills, regulated professions, exceptional talent) have different criteria and aren't covered here. This is Quebec's own provincially-administered program — distinct from every other Canadian program in this catalogue, which are all federally administered even when regionally targeted (see docs/DECISION_LOG.md's Batch 8 and Batch 11 entries).
