Verified directly from the USCIS Policy Manual: you must be a bona fide student seeking entry solely to pursue a full course of study at a school certified by the Student and Exchange Visitor Program (SEVP), hold a Form I-20 issued by that school's Designated School Official, have a foreign residence you don't intend to abandon (and intend to depart the U.S. after your studies), have sufficient funds for self-support for the entire course of study, and have paid the SEVIS fee (Form I-901) if applicable.
