For employees with specialized knowledge of a company's product, service, or processes, transferring from an affiliated foreign office to a U.S. office of the same employer.

Verified directly from USCIS's own eligibility page: the U.S. employer must have a qualifying relationship (parent company, branch, subsidiary, or affiliate) with a foreign company, and be doing business in both the U.S. and at least one other country for the duration of your L-1B stay. You must generally have worked for the qualifying organization abroad for one continuous year within the three years immediately preceding admission, and be coming to provide services in a specialized knowledge capacity — special knowledge of the petitioning organization's product, service, research, equipment, techniques, or management, or advanced knowledge of its processes and procedures. That specialized-knowledge standard is a genuine officer-judgment call this tool doesn't reduce to a checked rule, same treatment as L-1A's executive/managerial-capacity standard.
